Judy has served as the Chair of the Mathews County Broadband Advisory Board since June 2019. As a retired educator, she saw the geographical discrimination happening in trying to prepare students to compete in a world outside of Mathews. Judy has led the Advisory Board in pursuing six projects, the largest being a public private partnership with Breezeline; Caroline, Lancaster and Middlesex Counties; and the VA Department of Housing and Community Development. Over the past four years Judy and her team have applied for and received multi-million dollar grants to build out an infrastructure for Mathews with a goal of reaching every household.  She has advocated to ISPs and to the state and federal governments for financial assistance for connection costs and low-income service packages.  She has also advocated for free digital literacy training for all.
